A two-phase serum should deliver a representative dose when used according to its directions, across the useful life of the pack. Evaluate the formula and dispenser together, including the first dose, a delayed dose and doses taken near empty.

Write an observable mixing instruction
“Shake well” is a starting point, not a complete assessment procedure. Ask the supplier to propose a reproducible motion and duration, then check whether ordinary users can follow the resulting directions without laboratory supervision.
For development, record the bottle orientation, number of motions, elapsed time after mixing and appearance. The test procedure can be more detailed than the final label, but it should represent a realistic consumer action.
Separate appearance from dose composition
A uniform-looking bottle does not prove every dispensed portion has the same composition. Ask the laboratory to select a suitable analytical marker or another justified method for checking dose consistency. The method must suit the formula; no universal marker is prescribed here.

Droppers and pumps need different checks
For a dropper, evaluate how much product the user picks up at a realistic squeeze and how dose changes with bottle angle. Counted drops can be convenient directions, but measure their mass rather than assuming a fixed volume.
For a pump, include priming, repeated actuation and recovery after standing. Specify whether partial strokes are allowed. A pump selected using one fluid may behave differently with the actual two-phase sample, so approve the filled pack.
Test multiple units. One successful demonstration bottle is not evidence of consistent production.
How to make the procurement decision
If delivery drifts outside the agreed range, identify whether changing the formula, dispenser or instructions is the least complicated fix. Retest the chosen combination rather than mixing approvals from separate samples.
Keep an alternative single-phase concept available if the required mixing step causes poor user compliance. The final choice should balance the intended finish, reliable delivery, development cost and ease of explanation.
The approval file should include formula version, pack components, filling conditions, mixing directions, sampling results and the approved use instruction. A change to the dip tube or dropper may require another delivery check.

Is visible separation a defect?
Not necessarily in an intentionally two-phase product. The relevant questions are whether it remixes as intended and delivers acceptable doses.
Can a dropper be approved before the formula?
Only as a preliminary component choice. Final approval should use the intended filled formula.
