EU Hair Care OEM: Documents to Plan Before a Small First Order
Plan EU private-label hair-care samples, safety documentation, responsible person and project costs before a small first order.

A small first order can reduce inventory exposure, but an EU launch also needs a responsible person, appropriate safety assessment, a product information file and notification before placing the cosmetic on the market. Plan who will handle each step before comparing factory quotations.
Build the project brief first
Tell your manufacturer the intended EU countries, product category, user, formula route, label language, fill size, quantities and desired claims. Identify whether you already have an EU responsible person and safety assessor. Agree what documents, formula information and component specifications they need, who receives confidential information, and whether an NDA is appropriate.
Separate product price from documentation costs
Request a quote that distinguishes product and packaging from artwork, testing, responsible-person services, assessment, product information file preparation and any logistics. A low product MOQ does not automatically include regulatory services. For eligible mature formulas in compatible stock packs, JunChun may offer a starting quantity of 100 pieces per SKU; changing packaging starts from 500 subject to process confirmation. Verify the exact offer and costs for your project.
Follow the current regulatory route
The European Commission explains that an EU responsible person must be designated and that the responsible person uses the Cosmetic Products Notification Portal (CPNP). The responsible person must ensure the required safety assessment and maintain the product information file. Review the Commission guidance and the regulation with the professionals responsible for your exact product and country. FAQ
Can I use my own responsible person or assessor?
Discuss the document flow with JunChun and your chosen provider; the responsible person determines the requirements for the specific product.
Does a 100-piece order waive EU requirements?
No. Commercial order quantity does not remove applicable cosmetic obligations.
